City documented in $200,000 an acre "boondoggle" acquisition with local construction company

Contract of Sale Resolution - Right-of-Way: Consider a resolution authorizing the Mayor to
execute a contract of sale by and between the City and (Hank)Daniel Construction Corporation for the
acquisition of approximately 3.44 acres for a new pump station (150,176 square feet) from land out of
Section 17, Block B, Lubbock County, Texas.

Contract Resolution - Public Works Engineering: Consider a resolution authorizing the Mayor to
execute a contract with Kimley Horn and Associates, Inc. (KHA) to provide environmental
assessment, planning, and design phase engineering services for thoroughfare improvements.

Contract Resolution - Central Warehouse: Consider four resolutions authorizing the Mayor to
execute contract 11158 with Morrison Supply, contract with Western Industrial, contract with KW Sharp, and contract with Abercrombie Lumber for water inventory
items.
Staff recommends contract award to the lowest bidders meeting specifications,
Morrison Supply of Lubbock for $410,781 as listed in Exhibit A
KW Sharp of Lubbock for $213,211 as listed in Exhibit B,
Western Industrial of Lubbock for $140,167 as listed in Exhibit C
Abercrombie Lumber of Lubbock for $16,654 as listed in Exhibit D.

Daniel Construction will get in excess of $200,000 per ACRE for a 3.44 acre portion in Section 17 Block B. Daniel owns 2 plots,one section is 13.8 acres worth $27,000($2,000 per acre)and another plot 8.6 acres worth $305,000(around $40,000 per acre).LCAD had no info on where the 3.44 acres to be sold is. City spent $1.9 MILLION in various expenditures yesterday.
